Meet Irvine's Newest Commissioners & Council Aides

As Irvine's Vice Mayor, I am excited to announce that we have assembled an amazing team to serve the residents of Irvine!


I will have the privilege of working with these dedicated individuals, who have answered the call of duty in serving our great city.


The people you are about to meet share my vision in ensuring Irvine leads the way as a city of innovation, sustainability, and inclusion. Please join me in welcoming them all.

- COMMISSIONERS & AIDES -


Jong Limb - Planning Commission


Jong C. Limb is the Founder of Newport Partners and is responsible for the overall strategy and management of Newport’s platforms. Mr. Limb formed Newport in 1998, sourcing tax credit investments on behalf of institutional investors, and has since grown the firm to provide asset management, property management, development, and construction of affordable housing projects. Mr. Limb serves as a board member of Koreatown Youth and Community Center, a social service agency in Los Angeles, and previously served as a board member of South Coast Chinese Cultural Association, which runs the Irvine Chinese School, the largest Chinese school in the United States. Mr. Limb has a Bachelor of Science degree in Economics and Accounting from New York University and a Master of Business Administration from the University of San Diego with an emphasis in Finance.



Magi Yang - Finance Commission

Magi Yang is the newly appointed Finance Commissioner for the City of Irvine. She is an attorney with an undergraduate degree from the University of California, Irvine and a law degree from Santa Clara University School of Law. She has been the president of several different homeowner association boards, and still currently serves as a board member in a couple homeowner association boards. Magi has been on non-profit boards such as the Children’s Hospital of Orange County Glass Slipper Guild, UC Irvine Center for Critical Korean Studies Leadership Council, and is the current Chair of Parent Relations for her son’s school. She resides in Irvine with her husband and two kids. In her free time, Magi enjoys snowboarding, traveling, running, tennis and golf.



Kenneth Montgomery - Transportation Commission

Ken is a 40 year resident of Woodbridge. Ken is a Registered Civil Engineer and is the retired Director of Public Works/City Engineer for the City of Laguna Niguel. Ken managed the Public Works & Transportation function for 3 cities during his 40 year professional career. Ken is currently the Vice Chair of the Irvine Transportation Commission and has served on the Commission since it was formed in 2017. He is known as the “bicycle guy” and “transit guy" on the Commission. Ken also advocates for intersection improvements and coordinated traffic signal systems throughout Irvine. Ken rides his electric bike 90 minutes a day all over Irvine, and can often be seen out observing peak hour traffic on his bike. Ken is active in the Irvine Rotary Club and is an avid tennis player.



Naz Hamid - Community Services Commission

In 2003, Naz Hamid and her partner made Irvine their home. She has lived in this city for over seventeen years, raised her children in our childcare and public school system, explored the beauty of our diverse and multicultural population in multiple villages in Irvine, and enjoyed our parks, sports facilities, open spaces, and retail and restaurant industry. In 2010, Naz’s family grew, becoming multi-generational when a retired family elder joined her household. She has since enjoyed many of the city’s senior citizen services. Her dog joined her family as well in 2013, thanks to the Irvine Animal Care Center. Naz serves as a non-profit operational and board member for organizations that have deep roots in service to our city’s residents. She is looking forward to serving the residents of the city as Vice Mayor Tammy Kim’s Community Services Commissioner. Please don’t hesitate to reach out to her at naz4iusd@gmail.com.



Myung Suh - Senior Citizens Council

Myung has been an Irvine resident since 1988 alongside his wife and two daughters: both of whom graduated from University High School. Upon immigrating from Korea in 1976, Myung learned he needed to reeducate himself in order to succeed in the U.S., and earned a second bachelor’s in Business Administration from CSULA in 1982, and an Executive MBA from USC. For 33 years, Myung held management/executive positions at a Big 8 accounting firm then Hyundai until retiring in 2015. Since then, Myung has been active in Korean School Association of America, and has served on the Korean National Unification Advisory Council OC/SD Chapter Board and as Director of Strategic Planning and Public Affairs at Korean American Federation of Orange County. He welcomes an opportunity to serve the Irvine senior community, helping them live abundantly and healthy, fulfilling their dreams in the second part of their lives.



Steven Allison - Green Ribbon Environmental Committee

Dr. Allison is a 15-year Irvine resident and Professor of Ecology at the University of California, Irvine. He holds a PhD in Biological Sciences from Stanford University. In 2013, Dr. Allison was named an Early Career Fellow of the Ecological Society of America. As part of the University of California’s Carbon Neutrality Initiative, Dr. Allison was selected as the UC Irvine Climate Action Champion in 2016. He teaches ecosystem ecology and directs the Ridge to Reef Graduate Training Program, an interdisciplinary curriculum that prepares students to enter the workforce and solve environmental problems. His research addresses drought resilience and the impact of a changing climate on southern California landscapes. Outside of his career, Dr. Allison enjoys biking, hiking, and jogging in Irvine’s open spaces.



Mary Anne Foo - Investment Advisory Committee

Mary Anne is the executive director and founder of a nonprofit organization that serves more than 40,000 community members a year in 26 different languages. The agency provides free services to anyone in Orange County in the areas of health, mental health, policy and civic engagement, youth leadership, education, and workforce development. Mary Anne will bring a great deal to the Investment Advisory Committee since she has over 30 years of professional experience in national, statewide, and local levels. She also serves on several boards, including a large hospital and a foundation. Mary Anne is a fourth generation Californian, and has been a resident of Irvine for more than 20 years. She has been very involved in her sons’ schools, instrumental music boosters, and youth baseball programs. Mary Anne received her Bachelor of Science from UC Davis and her Master's in Public Health from UCLA.



Ajay Mohan - Irvine Children, Families, and Youth Committee

Ajay Mohan is a long-term Irvine resident of 19 years, having been raised attending and graduating from public schools in Irvine himself as well. Throughout Ajay’s career in community organization, activism, and working as a manager as well as consultant for political campaigns, Ajay has continuously advocated for programs in child care as one of the causes he considers vital to caring for the community, and currently works on programs to promote public health & safety and engage ordinary people in civic life in order to make a better future possible for Orange County residents. He looks forward to this opportunity on the Irvine Children, Families, and Youth Advisory Committee to continue this work.



Jenny Chiou - Irvine Child Care Committee

Jen Chiou is the founder of CodeSpeak Labs, a computer science education social enterprise. CodeSpeak Labs empowers and educates students in grades PreK-12. Over 10,000 students in California and New York have taken their classes and over 500,000 kids across the country have used their curriculum. Jen is a three-time 4.0 Schools fellowship recipient for CodeSpeak’s creative learning models that support underrepresented youth.

Prior to founding CodeSpeak Labs, she was the founding Executive Director of Crisis Text Line, the first nationwide SMS-based crisis hotline. Jen has deep experience innovating and expanding education models, particularly for students from low-income backgrounds, through her work at the global NGO Teach For All and the nonprofit consulting firm the Bridgespan Group. She graduated Phi Beta Kappa from Stanford, and lives in Irvine with her husband and 2 sons, ages 4 and 6.



Cherry Lai - Council Executive Aide

Cherry has been a resident of Irvine since 1986. Cherry graduated from the National Taiwan University with a B.A. in Philosophy. She has also completed graduate course work in Philosophy and doctorate coursework in Buddhist Philosophy at the University of Montana and the University of the West, respectively. As Cherry’s interest in issues concerning the city of Irvine grew, she became a volunteer with the current Vice Mayor’s campaign for City Council this past year. As a Council Executive Aide, Cherry hopes not only to assist the Vice Mayor in her service of the people of Irvine, but to be a bridge that is able to connect the residents to the Vice Mayor.



Rachel Kim - Council Executive Aide

Rachel is a newly appointed Council Executive Aide to Vice Mayor Tammy Kim's staff in service of the City of Irvine. Rachel was chiefly responsible for the past field and staff operations of the successful grassroots campaign for the current Vice Mayor's seat on the Irvine City Council (no, the two are not related). In her free time, Rachel enjoys exploring Irvine for the best local spots and small businesses to support, trying the recommendations of a diverse group of friends in Irvine she had the privilege of meeting throughout the course of the campaign. Rachel hopes to be of assistance and support to Vice Mayor Kim as she continues to make history in her service and representation of the Irvine community, and looks forward to serving the residents of Irvine.



Andrew Yam - Council Executive Aide

Andy Yam is a 4th year Political Science student at UC Irvine. He has always held a deep passion for politics, and looks forward to serving the residents of Irvine. In his free time, he enjoys trying different foods and boba milk tea spots all across Orange County and traveling across the world (6 counties and counting!). He also serves as a Board Member on the Board of Trustees of the Monterey Park Bruggemeyer Library.

  • Dr. Steven Allison - Professor of Ecology and Evolutionary Biology, Green Ribbon Environmental Committee Appointee

  • Dr. Matt Bracken - Professor of Ecology and Evolutionary Biology

  • Ayn Craciun - Environmental activist who, alongside Dr. Kathleen Treseder, has been a leading voice for Community Choice Energy & other climate initiatives.





- COLLEGIATE STUDENT ADVISORY COUNCIL -



Our office is currently looking for civic-minded college students to join us in the formation of Collegiate Student Advisory Council!
